Governments from all across the earth round up the monstrous, murderous infants that have been terrorizing people and quarantine them on an isolated tropical island. The plan is to isolate all the cannibalistic kids and exterminate them, ending the threat forever, but when the father of one of the tiny horrors pleads for mercy, his mistake comes at a very high cost!
