When the South American colony now known as Guyana was due to gain independence from Britain in the 1960s, U.S. officials in the Kennedy and Johnson administrations feared it would become a communist nation under the leadership of Cheddi Jagan, a Marxist who was very popular among the South Asian (mostly Indian) majority. Although to this day the CIA refuses to confirm or deny involvement, Rabe presents evidence that CIA funding, through a program run by the AFL-CIO, helped foment the labor unrest, race riots, and general chaos that led to Jagan's replacement in 1964. The political leader preferred by the United States, Forbes Burnham, went on to lead a twenty-year dictatorship in which he persecuted the majority Indian population.
Considering race, gender, religion, and ethnicity along with traditional approaches to diplomatic history, Rabe's analysis of this Cold War tragedy serves as a needed corrective to interpretations that depict the Cold War as an unsullied U.S. triumph.

Allende's Chile and the Inter-American Cold War

Unwilling to accept the division of their country, West German leaders regarded the German Democratic Republic (GDR) as an illegitimate upstart--a puppet of the occupying Soviet forces. Together with France, Britain, and the United States, West Germany applied political and financial pressure around the globe to ensure that the GDR remain unrecognized by all countries outside the communist camp. Proclamations of ideological solidarity and narrowly targeted bursts of aid gave the GDR momentary leverage in such diverse countries as Egypt, Iraq, Ghana, and Indonesia; yet West Germany's intimidation tactics, coupled with its vastly superior economic resources, blocked any decisive East German breakthrough. Gray argues that Bonn's isolation campaign was dropped not for want of success, but as a result of changes in West German priorities as the struggle against East Germany came to hamper efforts at reconciliation with Israel, Poland, and Yugoslavia--all countries of special relevance to Germany's recent past. Interest in a morally grounded diplomacy, together with the growing conviction that the GDR could no longer be ignored, led to the abandonment of Bonn's effective but outdated efforts to hinder worldwide recognition of the East German regime.

On Our Own Terms

During the Cold War, U.S. intervention in Latin American politics, economics, and society grew in scope and complexity, with diplomatic legacies evident in today's hemispheric policies. In parts of Latin America, its implementation was especially intricate because recipients of these programs were diverse Indigenous peoples with their own politics, economics, and cultures. Throughout the Cold War, the United States encountered unexpected challenges from Italy and France, two countries with the strongest, and determinedly most anti-American, Communist Parties in Western Europe. Based primarily on new evidence from communist archives in France and Italy, as well as research archives in the United States, Alessandro Brogi's original study reveals how the United States was forced by political opposition within these two core Western countries to reassess its own anticommunist strategies, its image, and the general meaning of American liberal capitalist culture and ideology.Brogi shows that the resistance to Americanization was a critical test for the French and Italian communists' own legitimacy and existence. Their anti-Americanism was mostly dogmatic and driven by the Soviet Union, but it was also, at crucial times, subtle and ambivalent, nurturing fascination with the American culture of dissent. The staunchly anticommunist United States, Brogi argues, found a successful balance to fighting the communist threat in France and Italy by employing diplomacy and fostering instances of mild dissent in both countries. Ultimately, both the French and Italian communists failed to adapt to the forces of modernization that stemmed both from indigenous factors and from American influence. Confronting America illuminates the political, diplomatic, economic, and cultural conflicts behind the U.S.-communist confrontation.

Salim Yaqub demonstrates that although the United States officially aimed to protect the Middle East from Soviet encroachment, the Eisenhower Doctrine had the unspoken mission of containing the radical Arab nationalism of Egyptian president Gamal Abdel Nasser, whom Eisenhower regarded as an unwitting agent of Soviet expansionism. By offering aid and protection, the Eisenhower administration hoped to convince a majority of Arab governments to side openly with the West in the Cold War, thus isolating Nasser and decreasing the likelihood that the Middle East would fall under Soviet domination.
