Roman Imperial Policy from Julian to Theodosius

The division of the late Roman Empire into two theoretically cooperating parts by the brothers Valentinian and Valens in 364 deeply influenced many aspects of government in each of the divisions. Although the imperial policies during this well-documented and formative period are generally understood to have been driven by the religious and ideological aims of the emperors, R. Malcolm Errington argues that the emperors were actually much more pragmatic in their decision making than has previously been assumed.
The division of responsibilities between the emperors inevitably encouraged separate developments and allowed locally varying and often changing imperial attitudes toward different forms of religious belief. Errington demonstrates that the main stimulus for action in this period nearly always came from below the level of the imperial government, and not from an imperial initiative. Extending the theory of Fergus Millar into the later empire, Errington argues that the emperors were fundamentally reactive to regionally supplied information, as Millar has asserted was the case for the High Empire. Thus, despite significant structural changes, the empire remained broadly traditional in its operations.

Expanding the discussion of religious participation of women in ancient Rome, Celia E. Schultz demonstrates that in addition to observances of marriage, fertility, and childbirth, there were more--and more important--religious opportunities available to Roman women than are commonly considered. Based on research in ancient literature, inscriptions, and archaeological remains from the fifth to the first century B.C.E., Schultz's study shows that women honored gods unaffiliated with domestic matters, including Hercules and Jupiter; they took part in commercial, military, and political rites; they often worshipped alongside men; and they were not confined to the private sphere, the traditional domain of women. The Vestal Virgins did not stand alone but were instead the most prominent members of a group of women who held high-profile religious positions: priestesses of Ceres, Liber, and Venus; the flaminica Dialis and the regina sacrorum; other cult officials; and aristocratic matrons who often took leading roles in religious observances even though they were not priestesses. Schultz argues that women were vital participants--both professional and nonprofessional--in the religion of the Roman Republic and that social and marital status, in addition to gender, were important factors in determining their opportunities for religious participation in the public sphere.

The Gymnasium of Virtue is the first book devoted exclusively to the study of education in ancient Sparta, covering the period from the sixth century B.C. to the fourth century A.D. Nigel Kennell refutes the popular notion that classical Spartan education was a conservative amalgam of "primitive" customs not found elsewhere in Greece. He argues instead that later political and cultural movements made the system appear to be more distinctive than it actually had been, as a means of asserting Sparta's claim to be a unique society. Using epigraphical, literary, and archaeological evidence, Kennell describes the development of all aspects of Spartan education, including the age-grade system and physical contests that were integral to the system. He shows that Spartan education reached its apogee in the early Roman Empire, when Spartans sought to distinguish themselves from other Greeks. He attributes many of the changes instituted later in the period to one person--the philosopher Sphaerus the Borysthenite, who was an adviser to the revolutionary king Cleomenes III in the third century B.C.

Public Records and Archives in Classical Athens

In this book, James Sickinger explores the use and preservation of public records in the ancient Athenian democracy of the archaic and classical periods. Athenian public records are most familiar from the survival of inscribed stelai, slabs of marble on which were published decrees, treaties, financial accounts, and other state documents. Working largely from evidence supplied by such inscriptions, Sickinger demonstrates that their texts actually represented only a small part of Athenian record keeping. More numerous and more widely used, he says, were archival texts written on wooden tablets or papyri that were made, and often kept for extended periods of time, by Athenian officials. Beginning with the legislation of Drakon in the seventh century B.C., Sickinger traces the growing use of written records by the Athenian state over the next three centuries, concluding with an examination of the Metroon, the state archive of Athens, during the fourth century. Challenging assumptions about ancient Athenian literacy, democracy, and society, Sickinger argues that the practical use and preservation of laws, decrees, and other state documents were hallmarks of Athenian public life from the earliest times.

In this work, Fred Drogula studies the development of Roman provincial command using the terms and concepts of the Romans themselves as reference points. Beginning in the earliest years of the republic, Drogula argues, provincial command was not a uniform concept fixed in positive law but rather a dynamic set of ideas shaped by traditional practice. Therefore, as the Roman state grew, concepts of authority, control over territory, and military power underwent continual transformation. This adaptability was a tremendous resource for the Romans since it enabled them to respond to new military challenges in effective ways. But it was also a source of conflict over the roles and definitions of power. The rise of popular politics in the late republic enabled men like Pompey and Caesar to use their considerable influence to manipulate the flexible traditions of military command for their own advantage. Later, Augustus used nominal provincial commands to appease the senate even as he concentrated military and governing power under his own control by claiming supreme rule. In doing so, he laid the groundwork for the early empire's rules of command.
