Orchestrating Power explores how the expansion of the American state for the First World War reshaped the nature of governance. This wartime state expansion is examined through the creation, structure, activities, and impact of the Council of Defense system on the ability of the United States to mobilize for a significant conflict in a foreign land. Nathan K. Finney focuses on North Carolina's Council of Defense to describe how the council was mediated by specific people at various levels of society and the results of their decisions. The council's intermediary role, however, also allowed those managing the state mobilization to prevent any significant challenge to the state's social and political structures, despite the dynamic changes wrought by the need to mobilize the nation for war. As a result, Orchestrating Power helps us understand the crucial decisions and developments of early twentieth-century America, showing why the country mobilized for war in the specific ways that it did.

“Holding Their Breath” uncovers just how close Britain, the United States, and Canada came to crossing the red line that restrained chemical weapon use during World War II. Unlike in World War I, belligerents did not release poison gas regularly during the Second World War. Yet, the looming threat of chemical warfare significantly affected the actions and attitudes of these three nations as they prepared their populations for war, mediated their diplomatic and military alliances, and attempted to defend their national identities and sovereignty. The story of chemical weapons and World War II begins in the interwar period as politicians and citizens alike advocated to ban, to resist, and eventually to prepare for gas use in the next war. M. Girard Dorsey reveals, through extensive research in multinational archives and historical literature, that although poison gas was rarely released on the battlefield in World War II, experts as well as lay people dedicated significant time and energy to the weapon's potential use; they did not view chemical warfare as obsolete or taboo. Poison gas was an influential weapon in World War II, even if not deployed in a traditional way, and arms control, for various reasons, worked. Thus, what did not happen is just as important as what did. Holding Their Breath provides insight into these potentialities by untangling World War II diplomacy and chemical weapons use in a new way.

German Blood, Slavic Soil reveals how Nazi Germany and the Soviet Union, twentieth-century Europe's two most violent revolutionary regimes, transformed a single city and the people who lived there. During World War II, this single city became an epicenter in the apocalyptic battle between their two regimes. Drawing on sources and perspectives from both sides, Nicole Eaton explores not only what Germans and Soviets thought about each other, but also how the war brought them together. She details an intricate timeline, first describing how Königsberg, a seven-hundred-year-old German port city on the Baltic Sea and lifelong home of Immanuel Kant, became infamous in the 1930s as the easternmost bastion of Hitler's Third Reich and the launching point for the Nazis' genocidal war in the East. She then describes how, after being destroyed by bombing and siege warfare in 1945, Königsberg became Kaliningrad, the westernmost city of Stalin's Soviet Union. Königsberg/Kaliningrad is the only city to have been ruled by both Hitler and Stalin as their own-in both wartime occupation and as integral territory of the two regimes. German Blood, Slavic Soil presents an intimate look into the Nazi-Soviet encounter during World War II. Eaton impressively shows how this outpost city, far from the centers of power in Moscow and Berlin, became a closed-off space where Nazis and Stalinists each staged radical experiments in societal transformation and were forced to reimagine their utopias in dialogue with the encounter between the victims and proponents of the two regimes.

From Incarceration to Repatriation explores the lives and memories of the nearly 1.5 million German POWs who were held by the Soviet Union during and after World War II and released in phases through 1956, seven years longer than the prisoners of any other Allied nation. Susan C. I. Grunewald argues that Soviet leadership deliberately kept able-bodied German POWs to supplement their labor force after the end of the war. The Soviet Union lost 27 million citizens and a quarter of its physical assets during the war, motivating Soviet leadership to harness the labor of German POWs for as long as possible. Engaging with recently declassified documents in former Soviet archives, archival material from multiple German governments, as well as innovative use of digital humanities methods and geographic information system (GIS) mapping, Grunewald demonstrates that Soviet authorities detained German POWs primarily for economic rather than punitive reasons. In fact, the GIS mapping of the historical materials makes it clear that most of the four thousand POW camps across the USSR were strategically located near industrial, infrastructure, and natural resource sites that were critical to postwar economic reconstruction. From Incarceration to Repatriation is the first book to draw together the distinct fields of Soviet and German history to provide a more nuanced and comprehensive understanding of German POW captivity in the USSR during and after World War II. Attending to the ways that the memory of German POWs remains in circulation in both the former Soviet Union and Germany, Grunewald tracks the political repercussions of war commemoration.

Romania's Holy War rights the widespread myth that Romania was a reluctant member of the Axis during World War II. In correcting this fallacy, Grant T. Harward shows that, of an estimated 300,000 Jews who perished in Romania and Romanian-occupied Ukraine, more than 64,000 were, in fact, killed by Romanian soldiers. Moreover, the Romanian Army conducted a brutal campaign in German-occupied Ukraine, resulting in the deaths of thousands of Soviet prisoners of war, partisans, and civilians. Investigating why Romanian soldiers fought and committed such atrocities, Harward argues that strong ideology-a cocktail of nationalism, religion, antisemitism, and anticommunism-undergirded their motivation. Romania's Holy War draws on official military records, wartime periodicals, soldiers' diaries and memoirs, subsequent war crimes investigations, and recent interviews with veterans to tell the full story. Harward integrates the Holocaust into the narrative of military operations to show that most soldiers fully supported the wartime dictator, General Ion Antonescu, and his regime's holy war against "Judeo-Bolshevism." The army perpetrated mass reprisals, targeting Jews in liberated Romanian territory; supported the deportation and concentration of Jews in camps or ghettos in Romanian-occupied Soviet territory; and played a key supporting role in SS efforts to exterminate Jews in German-occupied Soviet territory. Harward proves that Romania became Nazi Germany's most important ally in the war against the USSR because its soldiers were highly motivated, thus overturning much of what we thought we knew about this theater of war. Romania's Holy War provides the first complete history of why Romanian soldiers fought on the Eastern Front.

Flying Camelot brings us back to the post-Vietnam era, when the US Air Force launched two new, state-of-the art fighter aircraft: the F-15 Eagle and the F-16 Fighting Falcon. It was an era when debates about aircraft superiority went public- and these were not uncontested discussions. Michael W. Hankins delves deep into the fighter pilot culture that gave rise to both designs, showing how a small but vocal group of pilots, engineers, and analysts in the Department of Defense weaponized their own culture to affect technological development and larger political change. A biography of fighter pilot culture and the nostalgia that drove decision-making, Flying Camelot deftly engages both popular culture and archives to animate the movement that shook the foundations of the Pentagon and Congress.

The Virtuous Wehrmacht explores the myth of the German armed forces' innocence during World War II by reconstructing the moral world of German soldiers on the Eastern Front. How did they avoid feelings of guilt about the many atrocities their side committed? David A. Harrisville compellingly demonstrates that this myth of innocence was created, during the course of the war itself-and did not arise as a postwar whitewashing of events. In 1941, three million Wehrmacht troops overran the border between German- and Soviet-occupied Poland, racing toward the USSR in the largest military operation in modern history. Over the next four years, they embarked on a campaign of wanton brutality, murdering countless civilians, systemically starving millions of Soviet prisoners of war, and actively participating in the genocide of Eastern European Jews. After the war, however, German servicemen, insisted that they had fought honorably and that their institution had never involved itself in Nazi crimes. Drawing on more than two thousand letters from German soldiers, contextualized by operational and home front documents, Harrisville shows that this myth was the culmination of long-running efforts by the army to preserve an illusion of respectability in the midst of a criminal operation. The primary authors of this fabrication were ordinary soldiers cultivating a decent self-image and developing moral arguments to explain their behavior by drawing on a constellation of values that long preceded Nazism. The Virtuous Wehrmacht explains how the army encouraged troops to view themselves as honorable representatives of a civilized nation, not only racially but morally superior to others.

In Drunk on Genocide, Edward B. Westermann reveals how, over the course of the Third Reich, scenes involving alcohol consumption and revelry among the SS and police became a routine part of rituals of humiliation in the camps, ghettos, and killing fields of Eastern Europe. Westermann draws on a vast range of newly unearthed material to explore how alcohol consumption served as a literal and metaphorical lubricant for mass murder. It facilitated "performative masculinity," expressly linked to physical or sexual violence. Such inebriated exhibitions extended from meetings of top Nazi officials to the rank and file, celebrating at the grave sites of their victims. Westermann argues that, contrary to the common misconception of the SS and police as stone-cold killers, they were, in fact, intoxicated with the act of murder itself. Drunk on Genocide highlights the intersections of masculinity, drinking ritual, sexual violence, and mass murder to expose the role of alcohol and celebratory ritual in the Nazi genocide of European Jews. Its surprising and disturbing findings offer a new perspective on the mindset, motivation, and mentality of killers as they prepared for, and participated in, mass extermination. At the end of 1941, six weeks after the mass deportations of Jews from Nazi Germany had begun, Gestapo offices across the Reich received an urgent telex from Adolf Eichmann, decreeing that all war-wounded and decorated Jewish veterans of World War I be exempted from upcoming "evacuations." Why this was so, and how Jewish veterans at least initially were able to avoid the fate of ordinary Jews under the Nazis, is the subject of Comrades Betrayed. Michael Geheran deftly illuminates how the same values that compelled Jewish soldiers to demonstrate bravery in the front lines in World War I made it impossible for them to accept passively, let alone comprehend, persecution under Hitler. After all, they upheld the ideal of the German fighting man, embraced the fatherland, and cherished the bonds that had developed in military service. Through their diaries and private letters, as well as interviews with eyewitnesses and surviving family members and records from the police, Gestapo, and military, Michael Geheran presents a major challenge to the prevailing view that Jewish veterans were left isolated, neighborless, and having suffered a social death by 1938. Tracing the path from the trenches of the Great War to the extermination camps of the Third Reich, Geheran exposes a painful dichotomy: while many Jewish former combatants believed that Germany would never betray them, the Holocaust was nonetheless a horrific reality. In chronicling Jewish veterans' appeal to older, traditional notions of comradeship and national belonging, Comrades Betrayed forces reflection on how this group made use of scant opportunities to defy Nazi persecution and, for some, to evade becoming victims of the Final Solution.

In this fascinating biography of the infamous ideologue Erich Ludendorff, Jay Lockenour complicates the classic depiction of this German World War I hero. Erich Ludendorff created for himself a persona that secured his place as one of the most prominent (and despicable) Germans of the twentieth century. With boundless energy and an obsession with detail, Ludendorff ascended to power and solidified a stable, public position among Germany's most influential. Between 1914 and his death in 1937, he was a war hero, a dictator, a right-wing activist, a failed putschist, a presidential candidate, a publisher, and a would-be prophet. He guided Germany's effort in the Great War between 1916 and 1918 and, importantly, set the tone for a politics of victimhood and revenge in the postwar era. Dragonslayer explores Ludendorff's life after 1918, arguing that the strange or unhinged personal traits most historians attribute to mental collapse were, in fact, integral to Ludendorff's political strategy. Lockenour asserts that Ludendorff patterned himself, sometimes consciously and sometimes unconsciously, on the dragonslayer of Germanic mythology, Siegfried-hero of the epic poem The Niebelungenlied and much admired by German nationalists. The symbolic power of this myth allowed Ludendorff to embody many Germans' fantasies of revenge after their defeat in 1918, keeping him relevant to political discourse despite his failure to hold high office or cultivate a mass following after World War I. Lockenour reveals the influence that Ludendorff's postwar career had on Germany's political culture and radical right during this tumultuous era. Dragonslayer is a tale as fabulist as fiction.

Revolutionary Warfare investigates how efforts to counter a revolution could also be revolutionary. The Algerian War fractured the French Empire, destroyed the legitimacy of colonial rule, and helped launch the Third Worldist movement for the liberation of the Global South. By tracing how French generals, officers, and civil officials sought to counter Algerian independence with their own project of radical social transformation, Terrence G. Peterson reveals that the conflict also helped to transform the nature of modern warfare. The French war effort was never defined solely by repression. As Peterson details, it also sought to fashion new forms of surveillance and social control that could capture the loyalty of Algerians and transform Algerian society. Hygiene and medical aid efforts, youth sports and education programs, and psychological warfare campaigns all attempted to remake Algerian social structures and bind them more closely to the French state. In tracing the emergence of such programs, Peterson reframes the French war effort as a project of armed social reform that sought not to preserve colonial rule unchanged, but to revolutionize it in order to preserve it against the global challenges of decolonization. Revolutionary Warfare demonstrates how French officers' efforts to transform warfare into an exercise in social engineering not only shaped how the Algerian War unfolded from its earliest months, but also helped to forge a paradigm of warfare that dominated strategic thinking during the Cold War and after: counterinsurgency.

The Airborne Mafia explores how a small group of World War II airborne officers took control of the US Army after World War II. This powerful cadre cemented a unique airborne culture that had an unprecedented impact on the Cold War US Army and beyond. Robert F. The Airborne Mafia illuminates the power subcultures can have in changing their parent cultures over time, particularly one as set in its ways and as large as the US Army. With a deft touch, deep research, and an unwavering eye for the human stories behind organizational change, Williams helps explain the existence and importance of the paratrooper mystique that remains within the military still today.

The Stuff of Soldiers uses everyday objects to tell the story of the Great Patriotic War as never before. Brandon M. Schechter attends to a diverse array of things-from spoons to tanks-to show how a wide array of citizens became soldiers, and how the provisioning of material goods separated soldiers from civilians. Through a fascinating examination of leaflets, proclamations, newspapers, manuals, letters to and from the front, diaries, and interviews, The Stuff of Soldiers reveals how the use of everyday items made it possible to wage war. The dazzling range of documents showcases ethnic diversity, women's particular problems at the front, and vivid descriptions of violence and looting. Each chapter features a series of related objects: weapons, uniforms, rations, and even the knick-knacks in a soldier's rucksack. These objects narrate the experience of people at war, illuminating the changes taking place in Soviet society over the course of the most destructive conflict in recorded history. Schechter argues that spoons, shovels, belts, and watches held as much meaning to the waging of war as guns and tanks. In The Stuff of Soldiers, he describes the transformative potential of material things to create a modern culture, citizen, and soldier during World War II.

In The Sexual Economy of War, Andrew Byers argues that in the early twentieth century, concerns about unregulated sexuality affected every aspect of how the US Army conducted military operations. Far from being an exercise marginal to the institution and its scope of operations, governing sexuality was, in fact, integral to the military experience during a time of two global conflicts and numerous other army deployments. In this revealing study, Byers shows that none of the issues related to current debates about gender, sex, and the military-the inclusion of LGBTQ soldiers, sexual harassment and violence, the integration of women-is new at all. Framing the American story within an international context, he looks at case studies from the continental United States, Hawaii, the Philippines, France, and Germany. Drawing on internal army policy documents, soldiers' personal papers, and disciplinary records used in criminal investigations, The Sexual Economy of War illuminates how the US Army used official policy, legal enforcement, indoctrination, and military culture to govern wayward sexual behaviors. Such regulation, and its active opposition, leads Byers to conclude that the tension between organizational control and individual agency has deep and tangled historical roots.

“Return to the Motherland” follows those who were displaced to the Third Reich back to the Soviet Union after the victory over Germany. At the end of World War II, millions of people from Soviet lands were living as refugees outside the borders of the USSR. Most had been forced laborers and prisoners of war, deported to the Third Reich to work as racial inferiors in a crushing environment. Seth Bernstein reveals the secret history of repatriation, the details of the journey, and the new identities, prospects, and dangers for migrants that were created by the tumult of war. He uses official and personal sources from declassified holdings in post-Soviet archives, more than one hundred oral history interviews, and transnational archival material. Most notably, he makes extensive use of secret police files declassified only after the Maidan Revolution in Ukraine in 2014. The stories described in Return to the Motherland reveal not only how the USSR grappled with the aftermath of war but also the universality of Stalinism's refugee crisis. While arrest was not guaranteed, persecution was ubiquitous. Within Soviet society, returnees met with a cold reception that demanded hard labor as payment for perceived disloyalty, soldiers perpetrated rape against returning Soviet women, and ordinary people avoided contact with repatriates, fearing arrest as traitors and spies. As Bernstein describes, Soviet displacement presented a challenge to social order and the opportunity to rebuild the country as a great power after a devastating war.
