Named peril index insurance has great potential to address unmet risk management needs for agricultural insurance in developing economies, potentially contributing to increased agricultural sustainability and improved food security. However, the development and appraisal of index insurance business lines is not without challenges. Insurers must rigorously evaluate the quality of the products they offer and take care to ensure that distributors and policyholders understand the benefits and limits of the purchased coverage. Without these important steps to ensure responsible insurance practices, insurers can damage the implementation and potential of index insurance in the market. Risk Modeling for Appraising Named Peril Index Insurance Products: A Guide for Practitioners helps stakeholders in the named peril index insurance industry appraise new and existing products. Part 1 of the guide provides a summary of the insights and decisions required for the insurer to make an informed decision to launch and expand an index insurance business line. Insurance managers are the primary audience for part 1. Part 2 provides a step-by-step guide to calculating the decision metrics used by the insurance manager in part 1. These metrics are calculated using probabilistic modeling that provides insights into risks related to the index insurance product. Actuarial analysts are the primary audience for part 2. In an increasingly competitive insurance market, creative product development and imaginative business strategies are becoming the norm. This guide will help emerging market insurers who seek to stay on the cutting edge to successfully and sustainably penetrate new market segments.

The rural economy in Bangladesh has powerfully advanced economic growth and substantially reduced poverty, especially since 2000, but the remarkable transformation and unprecedented dynamism in rural Bangladesh remain an underexplored, underappreciated, and largely untold story. Dynamics of Rural Growth in Bangladesh: Sustaining Poverty Reduction tells that story and inquires what specific actions Bangladesh might take-given the residual poverty and persistent malnutrition-to accelerate and channel its rural dynamism to sustain the gains in eliminating poverty, achieving shared prosperity, and advancing national aspirations to achieve middle-income status. The central element of this study, undertaken with the Government of Bangladesh Planning Commission to address key questions elicited through extensive consultation, is an empirical analysis that illuminates the underlying dynamics of rural growth, particularly the role of agriculture and its relationship to the nonfarm economy. Using all sources of data available for the macro-, meso-, and microhousehold levels, the analysis provides new evidence on changes in the rural economy and the principal drivers of rural incomes. It also examines market performance for high-value agricultural products and agriculture–nutrition linkages, based on new surveys and analysis. The resulting evidence, examined in light of the rich knowledge of rural development in Bangladesh, is used to delineate the implications for policy and the strategic priorities for sustaining future rural development, poverty reduction, food security, and nutrition. The effects of policy reforms, changes in technology, and investments in infrastructure and human capital described here, along with the persistent enterprise of rural Bangladeshi households, offer a compelling case study of how mutually reinforcing actions can trigger the highly-sought-after virtuous cycle of rural development. The findings clearly demonstrate the pro-poor nature of agricultural growth and its catalytic role in stimulating the rural nonfarm economy. They show that households have no linear or predictable pathway out of poverty; instead, they wisely employ a combination of farm and nonfarm income strategies to climb out of, and then stay out of, poverty. The results represent a strong contribution to the global thinking on rural transformation and on how agriculture in particular sustains the economic momentum that fosters poverty reduction and more widespread prosperity.

This book illustrates the World Bank's commitment to assist countries to respond to the opportunities and challenges posed by climate change. Undertaken in collaborative partnership with policy makers, farmers, civil society, and other stakeholders in Armenia, Azerbaijan and Georgia, it provides a much needed response to the call for action by quantifying the impact and identifying key priorities for policies, programs, and investments to reduce the vulnerability of agricultural systems to climate change in the South Caucasus. The study responds to the urgent need for climate adaptation, as highlighted in the World Bank's "Turn Down the Heat" report. Notably, the South Caucasus is already contending with increasing aridity and more frequent extreme weather events (e.g. severe droughts, floods and hailstorms). It presents practical solutions for a more climate smart agriculture, at the regional, national and agro-ecological zone level in each country. The recommendations offered in this book are a compilation of the results of the three national studies, and highlight the need and potential for regional collaborative action to increase benefits, while also continuing to emphasize the need for an effective response at the national level. The national level results are supported by country reports, which provide more details. This work is but an important beginning. To achieve the goals of climate resilience in the agriculture sector, more work is needed to translate the proposals into reality. The analysis demonstrates that investments in irrigation infrastructure and on-farm technologies have great potential to raise agricultural productivity and improve the climate resilience of the sector. Demand-side agricultural water management will have high short-term payoffs, and these short-term payoffs are complementary to the success of long- term irrigation, drainage and other infrastructure investments. Strengthening the disaster risk management strategies (beyond agricultural measures) are also needed to help mitigate household risks from extreme events, especially for the poorest, who are the most vulnerable.

Agricultural Land Redistribution and Land Administration in Sub-Saharan Africa: Case Studies of Recent Reforms focuses on "how" to undertake land reforms in Sub-Saharan Africa, but with relevant lessons for other developing countries. It provides details, with case studies, on how reforms were undertaken to address a pressing and controversial development challenge in Africa – land ownership inequality – and an intransigent development issue – inefficiency and corruption in land administration. An equally important contribution of the book is assessing reforms and highlighting valuable lessons for other countries contemplating reforms. The six case studies collectively cover two main areas of land governance: reforms in redistributing agricultural land and reforms in land administration. The first two case studies discuss reforms in redistributing agricultural land in Malawi and South Africa, part of the southern Africa region where land ownership inequalities rival those in Latin America. The remaining case studies, four in number, are focused on addressing corruption and inefficiency in land administration in a variety of contexts of governance including stable and post-conflict countries. The case studies cover: • Decentralizing land administration with demonstrations from Uganda, Ethiopia, Tanzania, and Ghana; • Developing post-conflict land administration systems with examples from Liberia and Rwanda; • Re-engineering and computerizing land information systems with examples from Ghana and Uganda; and • Improving management of government land through land inventories with examples drawn from Ghana and Uganda. The common elements between sometimes disparate experiences provide lessons of relevance to African and other developing countries contemplating similar reforms. The rigorous analysis and yet down-to-earth lessons of experience are a reflection of the authors' deep global experience underpinned by personal participation in the reforms covered by the book. This volume will be of interest to a wide audience including land specialists and practitioners, African policy makers, experts and managers in the international development community, and the academia.

Stylized facts set agendas and shape debates. In rapidly changing and data scarce environments, they also risk being ill-informed, outdated and misleading. So, following higher food prices since the 2008 world food crisis, robust economic growth and rapid urbanization, and climatic change, is conventional wisdom about African agriculture and rural livelihoods still accurate? Or is it more akin to myth than fact? The essays in "Agriculture in Africa – Telling Myths from Facts" aim to set the record straight. They exploit newly gathered, nationally representative, geo-referenced information at the household and plot level, from six African countries. In these new Living Standard Measurement Study-Integrated Surveys on Agriculture, every aspect of farming and non-farming life is queried-from the plots farmers cultivate, the crops they grow, the harvest that is achieved, and the inputs they use, to all the other sources of income they rely on and the risks they face. Together the surveys cover more than 40 percent of the Sub-Saharan African population. In all, sixteen conventional wisdoms are examined, relating to four themes: the extent of farmer's engagement in input, factor and product markets; the role of off-farm activities; the technology and farming systems used; and the risk environment farmers face. Some striking surprises, in true myth-busting fashion, emerge. And a number of new issues are also thrown up. The studies bring a more refined, empirically grounded understanding of the complex reality of African agriculture. They also confirm that investing in regular, nationally representative data collection yields high social returns.
