Toxic Debt
An Environmental Justice History of Detroit

From the mid-nineteenth until the mid-twentieth century, environmentally unregulated industrial capitalism produced outsized environmental risks for poor and working-class Detroiters, made all the worse for African Americans by housing and job discrimination. Then as the auto industry abandoned Detroit, the banking and real estate industries turned those risks into disasters with predatory loans to African American homebuyers, and to an increasingly indebted city government. Following years of cuts in welfare assistance to poor families and a devastating subprime mortgage meltdown, the state of Michigan used municipal debt to justify suspending democracy in majority-Black cities. In Detroit and Flint, austerity policies imposed under emergency financial management deprived hundreds of thousands of people of clean water, with lethal consequences that most recently exacerbated the spread of COVID-19.
Toxic Debt is not only a book about racism, capitalism, and the making of these environmental disasters. It is also a history of Detroit's environmental justice movement, which emerged from over a century of battles over public health in the city and involved radical auto workers, ecofeminists, and working-class women fighting for clean water. Linking the histories of urban political economy, the environment, and social movements, Toxic Debt lucidly narrates the story of debt, environmental disaster, and resistance in Detroit.

The Streets Belong to Us
Sex, Race, and Police Power from Segregation to Gentrification

Police power was built on women's bodies.
Men, especially Black men, often stand in as the ultimate symbol of the mass incarceration crisis in the United States. Women are treated as marginal, if not overlooked altogether, in histories of the criminal legal system. In The Streets Belong to Us-a searing history of women and police in the modern United States-Anne Gray Fischer narrates how sexual policing fueled a dramatic expansion of police power. The enormous discretionary power that police officers wield to surveil, target, and arrest anyone they deem suspicious was tested, legitimized, and legalized through the policing of women's sexuality and their right to move freely through city streets.
Throughout the twentieth century, police departments achieved a stunning consolidation of urban authority through the strategic discretionary enforcement of morals laws, including disorderly conduct, vagrancy, and other prostitution-related misdemeanors. Between Prohibition in the 1920s and the rise of "broken windows" policing in the 1980s, police targeted white and Black women in distinct but interconnected ways. These tactics reveal the centrality of racist and sexist myths to the justification and deployment of state power. Sexual policing did not just enhance police power. It also transformed cities from segregated sites of "urban vice" into the gentrified sites of Black displacement and banishment we live in today. By illuminating both the racial dimension of sexual liberalism and the gender dimension of policing in Black neighborhoods, The Streets Belong to Us illustrates the decisive role that race, gender, and sexuality played in the construction of urban police regimes.

Detention Empire
Reagan's War on Immigrants and the Seeds of Resistance

The early 1980s marked a critical turning point for the rise of modern mass incarceration in the United States. The Mariel Cuban migration of 1980, alongside increasing arrivals of Haitian and Central American asylum-seekers, galvanized new modes of covert warfare in the Reagan administration's globalized War on Drugs. Using newly available government documents, Shull demonstrates how migrant detention operates as a form of counterinsurgency at the intersections of US war-making and domestic carceral trends. As the Reagan administration developed retaliatory enforcement measures to target a racialized specter of mass migration, it laid the foundations of new forms of carceral and imperial expansion.
Reagan's war on immigrants also sowed seeds of mass resistance. Drawing on critical refugee studies, community archives, protest artifacts, and oral histories, Detention Empire also shows how migrants resisted state repression at every turn. People in detention and allies on the outside-including legal advocates, Jesse Jackson's Rainbow Coalition, and the Central American peace and Sanctuary movements-organized hunger strikes, caravans, and prison uprisings to counter the silencing effects of incarceration and speak truth to US empire. As the United States remains committed to shoring up its borders in an era of unprecedented migration and climate crisis, reckoning with these histories takes on new urgency.

In Struggle for the Street, Jessica D. Klanderud documents the development of class-based visions of political, social, and economic equality in Pittsburgh's African American community between World War I and the early 1970s. Klanderud emphasizes how middle-class and working-class African Americans struggled over the appropriate uses and dominant meanings of street spaces in their neighborhoods as they collectively struggled to define equality.
In chapters that move from one community to the next, Klanderud tracks the transformation of tactics over time with a streets-eye view that reveals the coalescing alliances between neighbors and through space. Drawing on oral histories of neighborhood residents, Black newspapers, and papers from the NAACP and Urban League, this study reveals complex class negotiations in the struggle for civil rights at the street level.

The Rise And Fall Of America's Most Consequential Black Congressman, Charles C. Diggs Jr.

At the height of the civil rights movement, Charles C. Diggs Jr. (1922–1998) was the consummate power broker. In a political career spanning 1951 to 1980, Diggs, Michigan's first Black member of Congress, was the only federal official to attend the trial of Emmett Till's killers, worked behind the scenes with Martin Luther King Jr., and founded the Congressional Black Caucus. He was also the chief architect of legislation that restored home rule to Washington, DC, and almost single-handedly ignited the American anti-apartheid movement in the 1960s. Drawing on extensive archival research, including Diggs's rarely seen personal papers, FBI documents, and original interviews with family members and political associates, political scientist Marion Orr reveals that Diggs practiced a politics of strategic moderation. Orr argues that this quiet approach was more effective than the militant race politics practiced by Adam Clayton Powell and more appealing than the conservative Chicago-style approach of William Dawson-two of Diggs's better-known Black contemporaries.
Vividly written and deeply researched, House of Diggs is the first biography of Congressman Charles C. Diggs Jr., one of the most consequential Black federal legislators in US history. The Strikers of Coachella
A Rank-and-File History of the UFW Movement

The past decades have borne witness to the United Farm Workers' (UFW) tenacious hold on the country's imagination. Since 2008, the UFW has lent its rallying cry to a presidential campaign and been the subject of no less than nine books, two documentaries, and one motion picture. Yet the full story of the women, men, and children who powered this social movement has not yet been told.
Based on more than 200 hours of original oral history interviews conducted with Coachella Valley residents who participated in the UFW and Chicana/o movements, as well as previously unused oral history collections of Filipino farm workers, bracero workers, and UFW volunteers throughout the United States, this stirring history spans from the 1960s and 1970s through the union's decline in the early 1980s. Christian O. Paiz refocuses attention on the struggle inherent in organizing a particularly vulnerable labor force, especially during a period that saw the hollowing out of virtually all of the country's most powerful labor unions. He emphasizes that telling this history requires us to wrestle with the radical contingency of rank-and-file agency, an agency that often overflowed the boundaries of individual intentions. By drawing on the voices of ordinary farmworkers and volunteers, Paiz reveals that the sometimes heroic, sometimes tragic story of the UFW movement is less about individual leaders and more the result of a collision between the larger anti-union currents of the era and the aspirations of the rank-and-file.

Midwest Unrest

In the nation's so-called heartland, racism is sometimes subtler than in other parts of the country but just as insidious. When Black communities across the United States went up in flames in the 1960s, Midwest cities, where racial inequity was endemic, were among those most likely to burn. Midwest Unrest explores those rebellions, paying particular attention to the ways that region, race, class, and gender all played critical and often overlapping roles in shaping Black people's resistance to racialized oppression.
Focusing on the uprisings in three midsize midwestern cities-Cincinnati, Ohio;
Omaha, Nebraska; and Milwaukee, Wisconsin-Ashley Howard argues that urban rebellions were a working-class response to the failure of traditional civil rights activism and growing fissures between the Black working and middle classes. Utilizing arrest records, Kerner Commission documents, and author-conducted oral history interviews, Howard registers the significant impact the rebellions had in transforming the consciousness of African Americans and in altering the relationship between Black urban communities and the state. Specifically, multiple parties, including municipal governments, city residents, and most importantly rebels, wielded urban revolt as a political tool to achieve their own objectives. Revealing a new dimension of the Black Freedom Movement, Howard moves the understanding of these disturbances from aberrant acts of violence to historically contingent acts of resistance, highlighting the coeval nature of organized protests and violent outbursts.

Chicano Movement Struggles for Immigrant Rights in San Diego

As immigration from Mexico to the United States grew through the 1970s and 1980s, the Border Patrol, police, and other state agents exerted increasing violence against ethnic Mexicans in San Diego's volatile border region. In response, many San Diego activists rallied around the leadership of the small-scale print shop owner Herman Baca in the Chicano movement to empower Mexican Americans through Chicano self-determination. The combination of increasing repression and Chicano activism gradually produced a new conception of ethnic and racial community that included both established Mexican Americans and new Mexican immigrants. Here, Jimmy Patino narrates the rise of this Chicano/Mexicano consciousness and the dawning awareness that Mexican Americans and Mexicans would have to work together to fight border enforcement policies that subjected Latinos of all statuses to legal violence. By placing the Chicano and Latino civil rights struggle on explicitly transnational terrain, Patino fundamentally reorients the understanding of the Chicano movement. Ultimately, Patino tells the story of how Chicano/Mexicano politics articulated an "abolitionist" position on immigration--going beyond the agreed upon assumptions shared by liberals and conservatives alike that deportations are inherent to any solutions to the still burgeoning immigration debate.

Class Warfare in Black Atlanta
Grassroots Struggles, Power, And Repression Under Gentrification

Between 1966 and 2015, the city of Atlanta was transformed. In the late 1960s, Black politicians ascended to the top of the power structure for the first time thanks to newly enfranchised Black working-class voters. Through the early 1970s, the demographics of the city shifted, and the combination of Black empowerment and white flight produced a growing Black working-class majority that increasingly demanded Black Power policies that often clashed with the policies supported by affluent residents. But by the 2010s, Atlanta's city core had been thoroughly gentrified, and the ability of Black working-class Atlantans to organize and build power had diminished significantly.
Tracing the history of post–civil rights Black Atlanta through rigorous class analysis, Augustus Wood argues that Black and white elites responded to an energized and politicized Black working class by forging a public-private partnership power bloc that included the small but growing Black political leadership, expanding the racial class contradictions in Black Atlanta. This bloc worked to shift state funding away from public services and toward gentrification projects that demolished subsidized housing, and it ramped up police surveillance to deter working-class resistance. Paying close attention to political economy and class while drawing on unexamined archival sources and oral histories of Black working-class Atlantans, especially Black women, Wood reframes our understanding of contemporary Black urban life by highlighting the centrality of the dynamics of intraracial class conflict in urban space.

In this transnational account of black protest, Nicholas Grant examines how African Americans engaged with, supported, and were inspired by the South African anti-apartheid movement. Bringing black activism into conversation with the foreign policy of both the U.S. and South African governments, this study questions the dominant perception that U.S.-centered anticommunism decimated black international activism. Instead, by tracing the considerable amount of time, money, and effort the state invested into responding to black international criticism, Grant outlines the extent to which the U.S. and South African governments were forced to reshape and occasionally reconsider their racial policies in the Cold War world. This study shows how African Americans and black South Africans navigated transnationally organized state repression in ways that challenged white supremacy on both sides of the Atlantic. The political and cultural ties that they forged during the 1940s and 1950s are testament to the insistence of black activists in both countries that the struggle against apartheid and Jim Crow were intimately interconnected.

Like many industrial cities, Lawrence entered a downward economic spiral in the decades after World War II due to deindustrialization and suburbanization. In this book, Llana Barber interweaves the histories of urban crisis in U. S. cities and imperial migration from Latin America. Pushed to migrate by political and economic circumstances shaped by the long history of U. S. intervention in Latin America, poor and working-class Latinos then had to reckon with the segregation, joblessness, disinvestment, and profound stigma that plagued U. S. cities during the crisis era, particularly in the Rust Belt. For many Puerto Ricans and Dominicans, there was no "American Dream" awaiting them in Lawrence; instead, Latinos struggled to build lives for themselves in the ruins of industrial America.

DARE to Say No
Policing and the War on Drugs in Schools

With its signature "DARE to keep kids off drugs" slogan and iconic t-shirts, DARE (Drug Abuse Resistance Education) was the most popular drug education program of the 1980s and 1990s. But behind the cultural phenomenon is the story of how DARE and other antidrug education programs brought the War on Drugs into schools and ensured that the velvet glove of antidrug education would be backed by the iron fist of rigorous policing and harsh sentencing.
Max Felker-Kantor has assembled the first history of DARE, which began in Los Angeles in 1983 as a joint venture between the police department and the unified school district. By the mid-90s, it was taught in 75 percent of school districts across the United States. DARE received near-universal praise from parents, educators, police officers, and politicians and left an indelible stamp on many millennial memories. But the program had more nefarious ends, and Felker-Kantor complicates simplistic narratives of the War on Drugs. He shows how policing entered US schools and framed drug use as the result of personal responsibility, moral failure, and poor behavior deserving of punishment rather than something deeply rooted in state retrenchment, the abandonment of social service provisions, and structures of social and economic inequality.

We Are Not Slaves
State Violence, Coerced Labor, and Prisoners' Rights in Postwar America

In the early twentieth century, the brutality of southern prisons became a national scandal. Prisoners toiled in grueling, violent conditions while housed in crude dormitories on what were effectively slave plantations. This system persisted until the 1940s when, led by Texas, southern states adopted northern prison design reforms. Texas presented the reforms to the public as modern, efficient, and disciplined. Inside prisons, however, the transition to penitentiary cells only made the endemic violence more secretive, intensifying the labor division that privileged some prisoners with the power to accelerate state-orchestrated brutality and the internal sex trade. The civil rights movement required money. In the early 1960s, after years of grassroots organizing, civil rights activists convinced nonprofit foundations to donate in support of voter education and registration efforts. One result was the Voter Education Project (VEP), which, starting in 1962, showed far-reaching results almost immediately and organized the groundwork that eventually led to the Voting Rights Act of 1965. In African American communities across the South, the VEP catalyzed existing campaigns; it paid for fuel, booked rallies, bought food for volunteers, and paid people to canvass neighborhoods. Despite this progress, powerful conservatives in Congress weaponized the federal tax code to undercut the important work of the VEP.

What if racialized mass incarceration is not a perversion of our criminal justice system's liberal ideals, but rather a natural conclusion? The Undesirable Many recounts the history of Black women's tenant activism and organized opposition through a Black feminist materialism framework that exposes present-day housing inequities as deeply entangled in the politics and practices of gender and racial inequity. Drawing on extensive archival research and dozens of in-depth interviews with Black women tenant activists and affordable housing advocates, Ndubuizu uncovers how gendered stereotypes of Black tenant irresponsibility have shaped market behavior and informed political justification for different consumer treatment. Politicians, landlords, and even nonprofit housing providers often championed disciplinary housing governance such as mandatory housekeeping classes, welfare garnishment, paternal property management, and case management, contending that the problem was not housing but the Black family itself. Rampant police violence came to the back roads and cattle pastures of America's rural countryside as ideas of race, property, and belonging reshaped the role of government in everyday life. In Mississippi Law, Justin Randolph explores rural law enforcement to explain US racial authoritarianism between the Civil War and the civil rights movement. In Jim Crow Mississippi, the force behind the police officer's autocracy carried legacies of empire and slavery into the age of agribusiness and automobiles-from state troops and slave patrols to state troopers and highway patrols. But this is no isolated story of individual barbarism. US military and reform traditions informed ruling-class beliefs in thoughtful police improvement through both the state militia and its inheritor, the state police.

Free Joan Little

Early on a summer morning in 1974, local officials found the jailer Clarence Alligood stabbed to death in a cell in the women's section of a rural North Carolina jail. Fleeing the scene was Joan Little, twenty years old, poor, Black, and in trouble. After turning herself in, Little faced a possible death sentence in the state's gas chamber. At her trial, which was followed around the world, Little claimed that she had killed Alligood in self-defense against sexual assault. Local and national figures took up Little's cause, protesting her innocence. After a five-week trial, Little was acquitted. But the case stirred debate about a woman's right to use deadly force to resist sexual violence.
Through the prism of Little's rape-murder trial and the Free Joan Little campaign, Christina Greene explores the intersecting histories of African American women, mass incarceration, sexual violence, and social movements of the 1970s and 1980s. Greene argues that Little's circumstances prior to her arrest, assault, and trial were shaped by unprecedented increases in federal financing of local law enforcement and a decades-long criminalization of Blackness. She also reveals tensions among Little's defenders and recovers Black women's intersectional politics of the period, which linked women's prison protest and antirape activism with broader struggles for economic and political justice.

The Multiracial Promise

In April 1983, a dynamic, multiracial political coalition did the unthinkable, electing Harold Washington as the first Black mayor of Chicago. Washington's victory was unlikely not just because America's second city was one of the nation's most racially balkanized but also because it came at a time when Ronald Reagan and other political conservatives seemed resurgent. Washington's initial win and reelection in 1987 established the charismatic politician as a folk hero. It also bolstered hope among Democrats that the party could win elections by pulling together multiracial urban voters around progressive causes. Yet what could be called the Washington era revealed clear limits to electoral politics and racial coalition building when decoupled from neighborhood-based movement organizing.
Drawing on a rich array of archives and oral history interviews, Gordon K. Mantler offers a bold reexamination of the Harold Washington movement and moment. Taking readers into Chicago's street-level politics and the often tense relationships among communities and their organizers, Mantler shows how white supremacy, deindustrialization, dysfunction, and voters' own contradictory expectations stubbornly impeded many of Washington's proposed reforms. Ultimately, Washington's historic victory and the thwarted ambitions of his administration provide a cautionary tale about the peril of placing too much weight on electoral politics above other forms of civic action-a lesson today's activists would do well to heed.

Since then, Mexican-origin women living in the border cities of El Paso and Ciudad Juarez have confronted various interest groups determined to control their reproductive lives, including a heavily funded international population control campaign led by Planned Parenthood Federation of America as well as the Catholic Church and Mexican American activists. Uncovering nearly one hundred years of struggle, Lina-Maria Murillo reveals how Mexican-origin women on both sides of the border fought to reclaim autonomy and care for themselves and their communities.
Faced with a family planning movement steeped in eugenic ideology, working-class Mexican-origin women strategically demanded additional health services and then formed their own clinics to provide care on their own terms. Along the way, they developed what Murillo calls reproductive care- quotidian acts of community solidarity-as activists organized for better housing, education, wages, as well as access to birth control, abortion, and more. Centering the agency of these women and communities, Murillo lays bare Mexican-origin women's long battle for human dignity and power in the borderlands as reproductive freedom in Texas once again hangs in the balance.

Nonviolence Before King

A History of the Public Defender in Twentieth-Century America

Every day, in courtrooms around the United States, thousands of criminal defendants are represented by public defenders--lawyers provided by the government for those who cannot afford private counsel. Though often taken for granted, the modern American public defender has a surprisingly contentious history--one that offers insights not only about the "carceral state," but also about the contours and compromises of twentieth-century liberalism.
First gaining appeal amidst the Progressive Era fervor for court reform, the public defender idea was swiftly quashed by elite corporate lawyers who believed the legal profession should remain independent from the state. Public defenders took hold in some localities but not yet as a nationwide standard. By the 1960s, views had shifted. Gideon v. Wainwright enshrined the right to counsel into law and the legal profession mobilized to expand the ranks of public defenders nationwide. Yet within a few years, lawyers had already diagnosed a "crisis" of underfunded, overworked defenders providing inadequate representation--a crisis that persists today. This book shows how these conditions, often attributed to recent fiscal emergencies, have deep roots, and it chronicles the intertwined histories of constitutional doctrine, big philanthropy, professional in-fighting, and Cold War culture that made public defenders ubiquitous but embattled figures in American courtrooms.

Chard shows how America's war with domestic guerillas prompted a host of new policing measures as the FBI revived illegal spy techniques previously used against communists in the name of fighting terrorism. These efforts did little to stop the guerrillas-instead, they led to a bureaucratic struggle between the Nixon administration and the FBI that fueled the Watergate Scandal and brought down Nixon. Alan Berkman (1945—2009) was no campus radical in the mid-1960s; he was a promising Ivy League student, football player, Eagle Scout, and fraternity president. But when he was a medical student and doctor, his politics began to change, and soon he was providing covert care to members of revolutionary groups like the Weather Underground and becoming increasingly radicalized by his experiences at the Wounded Knee takeover, at the Attica Prison uprising, and at health clinics for the poor. When the government went after him, he went underground and participated in bombings of government buildings. He was eventually captured and served eight years in some of America's worst penitentiaries, barely surviving two rounds of cancer. After his release in 1992, he returned to medical practice and became an HIV/AIDS physician, teacher, and global health activist. In the final years of his life, he successfully worked to change U.S. policy, making AIDS treatment more widely available in the global south and saving millions of lives around the world.
Using Berkman's unfinished prison memoir, FBI records, letters, and hundreds of interviews, Susan M. Reverby sheds fascinating light on questions of political violence and revolutionary zeal in her account of Berkman's extraordinary transformation from doctor to co-conspirator for justice.

Poverty Rebels
Black and Brown Protest in Post–Civil Rights America

In 1960s Los Angeles, a powerful network within Black and Chicana/o organizations transformed the War on Poverty and Model Cities program. Black and Brown activists worked together and separately to use the US federal government's War on Poverty as an opportunity to establish programs that would counteract the neglect that led to underfunded schools, inadequate housing, and a lack of community institutions. Casey Nichols examines this diverse group of intentional and unintentional collaborators she calls "poverty rebels," which included politicians, activists, youth, professionals, community members, and local people.
Poverty rebels leveraged federal antipoverty funding to work around the limited capacity of the Civil Rights Act of 1964 to address the dual impact of race and class in African American and Mexican American communities. They understood that unequal policy had created their urban realities and sought to redefine antipoverty legislation in a way that improved their material lives. Drawing on a wide range of sources, including local and federal government documents, oral histories, and organizational records, Nichols examines vital links between the nation's social and political spheres. Ultimately, she argues that Black-Brown relations gained greater national significance during the mid-1960s amid important civil rights victories and social policies to address so-called disadvantaged communities. By coming into social and political proximity, African Americans and Mexican Americans constructed a national dialogue about Black-Brown relations that had shared benefits, and that continues to shape policy debates today.

The Era Was Lost
The Rise and Fall of New York City's Rank-And-File Rebels

An exciting yet relatively unknown episode in American labor history took place in New York City between 1965 and 1975. Rank-and-file members of numerous unions caught a "strike fever" as they challenged the entrenched power of some of the country's most powerful politicians, employers, and union leaders in a wave of contract rejections, wildcat strikes, and electoral campaigns.
Workers in unions across New York wanted more than better contracts: they contested control of the work process, racism on the job, and workers' place in America's socioeconomic hierarchy while implicitly and explicitly demanding greater democratic control of their representative organizations. Some initial challenges were effective and succeeded in delivering better contracts and unseating undemocratic leaders. However, those early successes were short-lived.
Glenn Dyer traces the way workers were met with employer recalcitrance and union attacks that proved too powerful to organize against. In the face of this resistance, workers retreated into a survivalist attitude of accommodation and resignation, contributing to the decline of social democratic New York and working-class power in the city. Ultimately, Dyer argues, the failures of the rank-and-file organizing efforts in New York City, which was the biggest center of organized labor in the country, shows how stunted workers' aspirations and numerous defeats not only uprooted the foundations of New York's uniquely social democratic polity but also ushered in a national era of increased working-class subservience that has resonance today.

It is impossible to deny the impact of lies and white supremacy on the institutional conditions in US prisons. There is a particular power dynamic of racist intent in the prison system that culminates in what Brittany Friedman terms carceral apartheid. Prisons are a microcosm of how carceral apartheid operates as a larger governing strategy to decimate political targets and foster deceit, disinformation, and division in society.
Among many shocking discoveries, Friedman shows that, beginning in the 1950s, California prison officials declared war on imprisoned Black people and sought to identify Black militants as a key problem, creating a strategy for the management, segregation, and elimination of these individuals from the prison population that continues into the present day. Carceral Apartheid delves into how the California Department of Corrections deployed various official, clandestine, and at times extralegal control techniques-including officer alliances with imprisoned white supremacists-to suppress Black political movements, revealing the broader themes of deception, empire, corruption, and white supremacy in American mass incarceration. Drawing from original interviews with founders of Black political movements such as the Black Guerilla Family, white supremacists, and a swath of little-known archival data, Friedman uncovers how the US domestic war against imprisoned Black people models and perpetuates genocide, imprisonment, and torture abroad.

Seattle in Coalition
Multiracial Alliances, Labor Politics, and Transnational Activism in the Pacific Northwest, 1970–199

In the fall of 1999, the World Trade Organization (WTO) prepared to hold its biennial Ministerial Conference in Seattle. The event culminated in five days of chaotic political protest that would later be known as the Battle in Seattle. The convergence represented the pinnacle of decades of organizing among workers of color in the Pacific Northwest, yet the images and memory of what happened centered around assertive black bloc protest tactics deployed by a largely white core of activists whose message and goals were painted by media coverage as disorganized and incoherent.
This insightful history takes readers beyond the Battle in Seattle and offers a wider view of the organizing campaigns that marked the last half of the twentieth century. Narrating the rise of multiracial coalition building in the Pacific Northwest from the 1970s to the 1990s, Diana K. Johnson shows how activists from Seattle's Black, Indigenous, Chicano, and Asian American communities traversed racial, regional, and national boundaries to counter racism, economic inequality, and perceptions of invisibility. In a city where more than eighty-five percent of the residents were white, they linked far-flung and historically segregated neighborhoods while also crafting urban-rural, multiregional, and transnational links to other populations of color. The activists at the center of this book challenged economic and racial inequality, the globalization of capitalism, and the white dominance of Seattle itself long before the WTO protest.
