A Compact History of Latin America's Cold War

While not commonly centered in the Cold War story, Latin America was intensely affected by that historic conflict. The Haitians
A Decolonial History

In this sweeping history, leading Haitian intellectual Jean Casimir argues that the story of Haiti should not begin with the usual image of Saint-Domingue as the richest colony of the eighteenth century. Rather, it begins with a reconstruction of how individuals from Africa, in the midst of the golden age of imperialism, created a sovereign society based on political imagination and a radical rejection of the colonial order, persisting even through the U.S. occupation in 1915.
The Haitians also critically retheorizes the very nature of slavery, colonialism, and sovereignty. Here, Casimir centers the perspectives of Haiti's moun andeyo-the largely African-descended rural peasantry. Asking how these systematically marginalized and silenced people survived in the face of almost complete political disenfranchisement, Casimir identifies what he calls a counter-plantation system. Derived from Caribbean political and cultural practices, the counter-plantation encompassed consistent reliance on small-scale landholding. Casimir shows how lakou, small plots of land often inhabited by generations of the same family, were and continue to be sites of resistance even in the face of structural disadvantages originating in colonial times, some of which continue to be maintained by the Haitian government with support from outside powers.

In 1991, a year after the brutal military regime ended, the new civilian government tasked the nation's detective force to investigate these crimes. Chilean journalist Pascale Bonnefoy tells the dramatic story of the detectives who hunted down and attempted to bring human rights violators to account. Led by a tiny group called Department V, the effort took place in the context of a frail transition to democracy and while the force itself was undergoing profound reforms. To uncover this story, Bonnefoy gained the trust of detectives assigned to the cases and drew on their direct testimony. While substantial justice and institutional change took another decade to kick in, the detectives' work made it possible. Still unfolding, the post-Pinochet example is admired by many working for transitional justice around the globe.

A Brief History of Violence in Mexico

Political rhetoric often portrays Mexico as an inherently violent nation. When first introduced to Brazil by British expatriates at the end of the nineteenth century, the game was reserved for elites, excluding poor, working-class, and black Brazilians. Filho, drawing on lively in-depth interviews with coaches, players, and fans, points to the 1920s and 1930s as watershed decades when the gates cracked open. The poor players and players of color entered the game despite virulent discrimination. By the mid-1960s, Brazil had established itself as a global soccer powerhouse, winning two World Cups with the help of star Afro-Brazilians such as Pele and Garrincha. As a story of sport and racism in the world's most popular sport, this book could not be more relevant today.

Now in English for the first time, Keila Grinberg's compelling study of the nineteenth-century jurist Antonio Pereira Reboucas (1798–1880) traces the life of an Afro-Brazilian intellectual who rose from a humble background to play a key--and conflicted--role as Brazilians struggled to define citizenship and understand racial politics. One of the most prominent specialists in civil law of his time, Reboucas explained why blacks fought stridently for their own inclusion in society but also complicitly embraced an ethic of silence on race more broadly. Grinberg argues that while this silence was crucial for defining spaces of social mobility and respectability regardless of race, it was also stifling, and played an important role in quelling political mobilization based on racial identity.
Reboucas's commitment to liberal ideals also exemplifies the contradiction he embodied: though he rejected movements that were grounded in racial political mobilization, he was consistently treated as potentially dangerous for the single fact that he was of African origin. Grinberg demonstrates how Reboucas's life and career-encompassing such themes as racial politics and identities, slavery and racism, and imperfect citizenship-are central for our understanding of Atlantic slave and post-abolition societies.

An Ethnography of Prison Life and the PCC in Brazil

The Primeiro Comando do Capital (PCC) is a Sao Paulo prison gang that since the 1990s has expanded into the most powerful criminal network in Brazil. Karina Biondi's rich ethnography of the PCC is uniquely informed by her insider-outsider status. Prior to his acquittal, Biondi's husband was incarcerated in a PCC-dominated prison for several years. During the period of Biondi's intense and intimate visits with her husband and her extensive fieldwork in prisons and on the streets of Sao Paulo, the PCC effectively controlled more than 90 percent of Sao Paulo's 147 prison facilities. Available for the first time in English, Biondi's riveting portrait of the PCC illuminates how the organization operates inside and outside of prison, creatively elaborating on a decentered, non-hierarchical, and far-reaching command system. This system challenges both the police forces against which the PCC has declared war and the methods and analytic concepts traditionally employed by social scientists concerned with crime, incarceration, and policing. Biondi posits that the PCC embodies a "politics of transcendence," a group identity that is braided together with, but also autonomous from, its decentralized parts. Contributing to the cultural history of capitalism in Latin America, Perez argues that such creoles were cosmopolitans with powerful transnational affinities and an abiding identification with modernity. This period of Cuban history is usually viewed through a political lens, but Perez, here emphasizing the character of everyday life within the increasingly fraught colonial system, shows how moral, social, and cultural change that resulted from market forces also contributed to conditions leading to the collapse of the Spanish colonial administration. Perez highlights women's centrality in this process, showing how criollas adapted to new modes of self-representation as a means of self-fulfillment. Increasing opportunities for middle-class women's public presence and social participation was both cause and consequence of expanding consumerism and of women's challenges to prevailing gender hierarchies. Seemingly simple actions--riding a bicycle, for example, or deploying the abanico, the fan, in different ways--exposed how traditional systems of power and privilege clashed with norms of modernity and progress.

The Imagined Island
