The question of whether dogs should be allowed off the leash in public places has become a major political issue in cities and suburbs across the United States. In the last two decades, "leash-law disputes" have burst upon the political scene and have been debated with an intensity usually reserved for such hot-button issues as abortion and gun rights. This book investigates what has changed in American community life, social mores, and the relationship between humans and dogs to provoke such passionate responses. At its heart, the book details and evaluates the handling of three leash-law disputes, all of which were exceedingly divisive and emotionally intense. Two of the cases took place in San Francisco, a city with a reputation as one of the most dog-friendly in the United States until 2001—2002, when officials curtailed off-leash walking. The other case study occurred in 1998 in Avon-a wealthy suburb of Hartford, Connecticut,-when town officials unilaterally imposed a leash law at a popular off-leash park. This book is not only a revealing study of Americans' conflicted attitudes toward animals and the difficult balance between individual rights and the public good in our communities. A Reason to Live explores the human-animal relationship through the narratives of eleven people living with HIV and their animal companions. The narratives, based on a series of interviews with HIV-positive individuals and their animal companions in Australia, span the entirety of the HIV epidemic, from public awareness and discrimination in the 1980s and 1990s to survival and hope in the twenty-first century. Each narrative is explored within the context of theory (for example, attachment theory, the "biophilia hypothesis," neurochemical and neurophysiological effects, laughter, play, death anxiety, and stigma) in order to understand the unique bond between human and animal during an "epidemic of stigma." A consistent theme is that these animals provided their human companions with "a reason to live" throughout the epidemic. Long-term survivors describe past animal companions who intuitively understood their needs and offered unconditional love and support during this turbulent period. More recently diagnosed HIV-positive narrators describe animal companions within the context of hope and the wellness narrative of living and aging with HIV in the twenty-first century. Bringing together these narratives offers insight into one aspect of the multifaceted HIV epidemic when human turned against human, and helps explain why it was frequently left to the animals to support their human companions. Importantly, it recognizes the enduring bond between human and animal within the context of theory and narrative, thus creating a cultural memory in a way that has never been done before.

Yet the untold story of Afghanistan's seemingly endless misfortune is the disruptive impact that prolonged conflict has had on ordinary rural Afghans, their culture, and the timeless relationship they share with their land and animals. In rural Afghanistan, when animals die, livelihoods are lost, families and communities suffer, and people may perish. That Sheep May Safely Graze details a determined effort, in the midst of war, to bring essential veterinary services to an agrarian society that depends day in and day out on the well-being and productivity of its animals, but which, because of decades of war and the disintegration of civil society, had no reliable access to even the most basic animal health care. The book describes how, in the face of many obstacles, a dedicated group of Afghan and expatriate veterinarians working for a small nongovernmental organization (NGO) in Kabul was able to create a national network of over 400 veterinary field units staffed by over 600 veterinary paraprofessionals. These paravets were selected by their own communities and then trained and outfitted by the NGO so that nearly every district in the country that needed basic veterinary services now has reliable access to such services. Most notably, over a decade after its inception and with Afghanistan still in free fall, this private sector, district-based animal health program remains vitally active. The community-based veterinary paraprofessionals continue to provide quality services to farmers and herders, protecting their animals from the ravages of disease and improving their livelihoods, despite the political upheavals and instability that continue to plague the country. The elements contributing to this sustainability and their application to programs for improved veterinary service delivery in developing countries beyond Afghanistan are described in the narrative.

Second Chances: The Transformative Relationship Between Incarcerated Youth and Shelter Dogs recounts the story of Project POOCH (Positive Opportunities-Obvious Change with Hounds), a program that united incarcerated boys with unwanted dogs from animal shelters. Both the boys and the dogs were considered undesirable, and few had found love in their lives. As a result of the project, the lives of many youths and dogs changed forever. The project faced many challenges. The correctional facility administrators needed much convincing before approval was given to start the onsite program with one boy and one dog. At one point, Dalton sold her house to keep the project funded. However, since 1993, over 95 percent of the youths have not returned to corrections once their sentence was served. Some of the boys have gone on to college, and all have been gainfully employed. The POOCH dogs learned basic obedience and went on to become beloved family pets; some even became companion dogs to autistic children, people with physical impairments, and war veterans diagnosed with PTSD. Dalton's own story starts with a family background where her dogs were killed for minor behavioral problems, and leads to teaching incarcerated youth that they deserve unconditional love, first demonstrated by the transformational connection with canines.

A collaboration between an attorney and an animal protection advocate, this work utilizes the extremely controversial and high-profile "crush video" case, US v. Stevens, to explore how American society attempts to balance the protection of free speech and the prevention of animal cruelty. Starting from the detailed case study of a single prominent ruling, the authors provide a masterful survey of important issues facing society in the area of animal welfare. The Stevens case included various "hot topic" elements connected to the role of government as arbiter of public morality, including judicial attitudes to sexual deviance and dogfighting. Because it is one of only two animal rights cases that the US Supreme Court has handled, and the only case discussing the competing interests of free speech and animal cruelty, it will be an important topic for discussion in constitutional and animal law courses for decades to come. The Stevens case arose from the first conviction under 18 USC § 48 (Section 48), a federal law enacted in 1999, which criminalized the creation, sale, and/or possession of certain depictions of animal cruelty. The US Congress intended Section 48 to end the creation and interstate trafficking of depictions of animal cruelty in which animals are abused or even killed for entertainment's sake. Proponents of Section 48 predicted that countless benefits to both humans and animals would flow from its enforcement. Opponents of the law argued that it was too far-reaching and would stifle protected speech. Critics of Section 48 appeared to have prevailed when the US Supreme Court struck the law down as unconstitutionally overbroad. Although a law tailored to address the Supreme Court's concerns was quickly enacted, the free speech/animal cruelty controversy is far from over.
