Sustainable economic development has played a major role in the decline of global poverty in the past two decades. There is no doubt that competitive markets are key drivers of economic growth and productivity. They are also valuable channels for consumer welfare. Competition policy is a powerful tool for complementing efforts to alleviate poverty and bring about shared prosperity. An effective competition policy involves measures that enable contestability and firm entry and rivalry, while ensuring the enforcement of antitrust laws and state aid control. Governments from emerging and developing economies are increasingly requesting pragmatic solutions for effective competition policy implementation, as well as recommendations for pro-competitive sectoral policies. A Step Ahead: Competition Policy for Shared Prosperity and Inclusive Growth puts forward a research agenda that advocates the importance of market competition, effective market regulation, and competition policies for achieving inclusive growth and shared prosperity in emerging and developing economies. It is the result of a global partnership and shared commitment between the World Bank Group and the Organisation for Economic Co-operation and Development (OECD). Part I of the book brings together existing empirical evidence on the benefits of competition for household welfare. It covers the elimination of anticompetitive practices and regulations that restrict competition in key markets and highlights the effects of competition on small producers and employment. International policies toward protecting intellectual property rights have seen profound changes over the past two decades. Rules on how to protect patents, copyright, trademarks and other forms of intellectual property have become a standard component of international trade agreements. Most significantly, during the Uruguay Round of multilateral trade negotiations (1986-94), members of what is today the World Trade Organization (WTO) concluded the Agreement on Trade Related Intellectual Property Rights (TRIPS), which sets out minimum standards of protection that most of the world's economies have to respect. How will developing countries fare in this new international environment? Intellectual Property and Development brings together empirical research that assesses the effects of changing intellectual property regimes on various measures of economic and social performance - ranging from international trade, foreign investment and competition, to innovation and access to new technologies. The vast majority of the world's poorest households depend on farming for their livelihoods. During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors and within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets appeared approximately 20 years ago. Since then, the Organisation for Economic Co-operation and Development has provided estimates each year of market distortions in high-income countries, but there have been no comparable estimates for the world's developing countries. This volume is the third in a series (other volumes cover Asia, Europe's transition economies, and Latin America and the Caribbean) that not only fills that void for recent years but extends the estimates in a consistent and comparable way back in time-and provides analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Africa' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the Arab Republic of Egypt plus 20 countries that account for about of 90 percent of Sub-Saharan Africa's population, farm households, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms since the 1980s. Nonetheless, numerous price distortions in this region remain, others have been added in recent years, and there has also been some backsliding, such as in Zimbabwe. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.

The multilateral trade system rests on the principle of nondiscrimination. Unilateral trade preferences granted by developed countries can help beneficiary countries but can create tensions between 'preferred' developing countries--typically beneficiaries from pre-existing colonial regimes--and other developing countries. There is also concern about the potential erosion of these preferences through trade liberalization in the importing countries, an issue that has been important in the current negotiations under the Doha Development Agenda of the World Trade Organization. 'Trade Preference Erosion' provides the information needed to make informed assessments of the benefits of trade preferences for developing countries, the risks associated with the erosion of these benefits, and policy options for dealing with these problems. The authors provide detailed analyses of specific preference programs and undertake cross-country, disaggregated analyses of the impact of preferences at the product level. Understanding the likely impacts of these programs and how those impacts are distributed is a precondition for formulating appropriate policy responses. What requirements must Turkeyâ€"the largest country among the candidate and accession countriesâ€"meet to join the European Union? What progress has been made toward meeting them? Trade and transport corridors-major routes that facilitate the movement of people and goods between regions and between countries-have existed for millennia. They enable regions and countries to offer high-capacity transport systems and services that reduce trade and transport costs by creating economies of scale. Regional corridors are particularly important to landlocked countries, often providing the only overland routes to regional and international markets. Despite a long and complex history, guidance is often lacking on how to design, determine the components to include, and analyze the impact of corridor projects. The Trade and Transport Corridor Management Toolkit fills this void. The Toolkit synthesizes the experiences of the World Bank and other development agencies in assessing, designing, implementing, and evaluating the impact of trade and transport corridor projects. It saves project developers the task of looking for the best available tools and ensures greater consistency to facilitate comparison and benchmarking. The Toolkit will also be of immense value to policy makers in provincial and national governments as well as regional economic institutions, for several reasons: • Corridors affect the space economy of countries; they are best developed with clear estimates of the spatial impacts that can be expected. • A corridor system has multiple components, including infrastructure (roads, railways, ports), transport and logistics services, and regulations; it is important to appreciate the linkages between them, particularly as the overall performance of a corridor is determined by the weakest component. • Many parties with varying interests and motivations have a stake in corridor development. The Toolkit argues for their full participation in corridor development processes and operations. The best functioning modern corridors in the world did not happen by accident; they are often the results of coordinated development and cooperation over many years. The general principles outlined in this Toolkit should help project teams, government officials, logistics service providers, and the trade community to better appreciate both the importance of good corridor project design and the challenges of, and possibilities from, improving corridor performance.

For the first time since World War II, global output will drop (-1.7%); per capita income will fall in more than 50 developing countries; net private capital flows will likely turn negative – a more than $700 billion drop from the 2007 peak; and trade is expected to decline by 6.1% in 2009 – the worst decline in 80 years. In response to this global downturn, a number of governments have passed stimulus packages and other measures that aim to preserve domestic industries and jobs, and sometimes discriminate against foreign producers (e.g. "buy local" laws). The most recent forecasts announce a re-bound of trade in 2010 (+3.8%) and 2011 (+6.9%), primarily driven by developing countries. All three elements (dropping demand on major markets, policy responses to the crisis, and developing countries-led recovery) potentially have significant implications for global production, trade, and value chains. How have lead firms responded? Have they changed their traditional supply chain strategy and relocated and/or outsourced part of their production? How will those changes affect developing countries? What should be the policy responses to these changes? How to best prepare developing countries for recovery and integration in the new global production chains?
